WebPack ExtractTextPlugin is caching CSS changes

I’m using ExtractTextPlugin like this

{
test: /(.scss)$/,
use: ExtractTextPlugin.extract({
use: [
{
loader: ‘css-loader’
},
{
loader: ‘sass-loader’
}
],
fallback: “style-loader”
})
}

but as soon as i change any css files, the changes are not reflecting in the browser. IT SEEMS TO BE CACHED.
